[Chapter-delegates] CHAC Steering Committee Elections - Vote Now!

I believe we are back to the perennial and apparently unresolved problem of
confusion over mailing lists.

In brief - the longstanding 'Chapter-Delegates' mailman is actually a
Chapter Leaders list to which all Chapter Officers on the AMS are
automatically subscribed.  None of whom have a vote in the ChAC SC election
(unless of course they are designated ChAC delegates)

Meanwhile, the actual ChaC Delegates can only exclusively collectively be
addressed via a Connect Community.

Last time round Eduardo Diaz proposed the following solution. What happened
with that?
