Todd the list is an ISOC list not a chapter list so the policy it works
by is entirely ISOCs. It is useful to have a service where people can
get in touch to subscribe and unsubscribe to engage or not as they
please. It doesn't confer any formal status either in a chapter nor ISOC
but as a marketing tool it does help join the dots between local
activities and the global mission.
If I have understood your note correctly you are holding on to
unsubscribed list members details so you can contact them again to
"bring these folk back".
This is concerning in itself but is made more worrying as you implicate
ISOC chapters as complicit in doing this work.
If true I just cannot see how we can continue to use the AMS list for
any purpose under these circumstances.
