[Chapter-delegates] Proposal to revise ISOC's mission statement

Hello Alan,

Vision is basically the dream that an organisation has for something;
usually its a self futuristic dream but considering the role of ISOC, her
dream is of the world. I think its okay to have a dream about what the
world should look like as it concern the internet and this IMHO does not
imply imposing that view on the world, it only calls on those who share
similar dreams to work towards achieving them, while those who don't should
consider sharing such a dream  ;-)

That said, I personally think the current wording is not descriptive and
focused enough. How about  "Internet available to everyone"
