[Chapter-delegates] Application to form a Special Interest Group

Dear all,

The idea of new SIG  is good and is in the ISOC mission framework.  I 
support the idea and the
name  - Observatory as the SIG is expected to look on the subject and 
provide information that may
be used for other purposes or actions.
