[Chapter-delegates] Application to form a Special Interest Group

I am supporting creation of a SIG with this topic. But, I find the charter being far too broad. I do in fact not see much that is not ISOC general goals.

For example no.2 on the list of goals for the year:

> Fostering confidence on the Internet as a way to develop human, social, culture, education and economic development on a global scale without Internet fragmentation.

I.e. to make it easier for people to know whether they should participate and see a role, I would like to see a much more precise outline. Specifically "for the first year".

Given I have some experience of starting one SIG, I can tell you having more than one goal for the year is a massive undertaking.
