> The request above from Costa Rica seems to be for operational support, which is not in the mandate of the Chapters AC.
Though the chapters AC currently does not have funds for operational 
support, it may be good for it to act as a facilitating body for 
chapters to get support from the regional chapters bureau, etc.

In this case, it looks like a useful project, and the recommendation of 
the ChAC would help CostaRica obtain funding for it.
