[Chapter-delegates] Remarkable, Productive Open Session at the Board

On behalf of the Chapters AC Steering Committee, here is our reply to the message below from Costa Rica. I apologize for the delay in replying, but we had to discuss the matter and coordinate our reply.
In the message below, which was posted to the Chapters delegate list on 10 April 2015, the Costa Rica chapter made the following request:
"ISOC Costa Rica volunteers to work with the Chapter Advisory, based on a specific proposal
a) to integrate new Chapters in Central America to a common chapter electronic platform
b) joint raise profiles, local membership activities and private sector contributions (particularly the regional finer optic connection REDCA, owned by the regional public utilities (SIEPAC)
c) for developing and interconnection regional IXPs
d) and based in a better use of the new .ngo-.ong platform offered by PIR"
The Charter of the Chapters AC is at:

According to the Charter, the primary purpose of the Chapters AC shall be to channel and facilitate advice and recommendations to and from the President and Board of Trustees. The Chapters AC shall stimulate and facilitate enhanced communications and collaboration between Chapters, Trustees, ISOC staff, and other members of the ISOC community.
Additionally, the Chapters AC may serve as the consultative body to the President and Trustees, in the case of disputes or status changes related to Chapters.
The request above from Costa Rica seems to be for operational support, which is not in the mandate of the Chapters AC.
On the other hand, it is in the mandate of the Chapters AC to make recommendations regarding operational support to chapters, and the Chapters AC is in the process of developing such recommendations and plans for consideration by the Board.
The Chapters AC looks forward to comments from Costa Rica and other chapters regarding the recommendations that it will develop.
