[Chapter-delegates] Announcement of candidates for ISOC Elections

Kevin and candidates

I hope that biographical information will include details of income
received from companies, organizations and governments affected by Internet
issues.

The medical people have shown quite decisively that funding has affected
results and publication bias. All major journals have disclosures at the
bottom of most articles of such funding.

Taking money does not mean you are biased. Vint works for Google and Jason
for Comcast, but both have proven to me they put the public interest first.


But transparency is important. Currently, I'm pretty sure that one ICANN
board member has close business ties to a entity funded by ICANN,
undisclosed. One key actor in IGF refuses to disclose sources of income,
which I believe is predominantly a large company. One active ISOC person I
believe has been funded directly or indirectly by the U.S. government and
taken position nearly always in line with the U.S. Gov. (I'm being obscure
because things like this require strong proof before being detailed
publicly.)

Meanwhile, here are a few basics from my quick web search. I note that
several have close ties to the UN, which some of us believe is trying to
take over the Internet. (Not me.)  Several have ties to what most of us
consider authoritarian governments. Several are consultants in our field
and I don't know who their clients are. Are they risking their income if
they support Net Neutrality?

Others receive substantial income, directly or indirectly, from ICANN. The
role of ICANN is clearly a top policy question and there are important
financial ties between ISOC and ICANN. ISOC strongly supported ICANN
against the U.N./ITU. We already receive 80+% of our income as the
ICANN-designated .org outfit. We have to be very careful here.

None of which disqualifies anyone. I know Narelle well enough to believe
she considered these issues.

experience in project management, market research, competitive analysis,
public policy and regulations.Between 2007 and 2014 Ms. Cavalli was a
member of the United Nations Secretary General´s Advisory group for the
Internet Governance Forum.She is the Argentina Representative in the GAC of
ICANN, where she is Vice-chair. She was GNSO Council Member in ICANN and
GNSO Vice chair. As an advisor of the Ministry of Foreign Affairs of
Argentina, she has represented Argentina in the WSIS Second Phase held in
Tunis, she was a Member of the Special Commission appointed by the
Government of Argentina for the Cybercrime Law and a leading member of the
commission that developed the National Digital Agenda of Argentina.
Since 2007 she is co-founder and Academic Director of the South School on
Internet Governance, pioneering program that grants fellowships to students
in Latin America and the Caribbean to receive an intensive face to face

Biography

Mohamed is an active Internet user and expert.

He has been active within ICANN since 2001 were he managed Sudan's ccTLD ".SD"
Re-delegation process, .SD is currently managed by Sudan Internet Society,
an organization which he established.

Mohamed served as a Council member in ICANN's Country Code Supporting
Organization "ccNSO" (2004 to 2008), member of ICANN's Board At Large Advisory
Committee "ALAC" (2007 to 2011) and was a member of ICANN's nominating
committee (2011-2012).

He was a founder and vice president of Africa's Top Level Domains
Organization "AfTLD" (2004 to 2008). Mohamed is a founding member and
currently vice chair of the Arab Internet Governance Multi-stakeholder
Advisory Group.

He is actively involved in the Internet governance, Domain names and
Internationalized Domain Names "IDN" issues and policy developments.
Mohamed is a founder/former president of Sudan Internet Society, also he is
a founder and a current board member of Qatar Internet Society chapter.

He has participated in the UN World Summit for Information Society "WSIS"
process ( Geneva and Tunis Summits ) and attended most of the IGF meetings,
Mohamed has been a regular panelist and organizer of workshops and events
related to Internet governance issues.

Since 2008 Mohamed joined Qatar's Supreme Council of Information and
Communication Technology "ictQATAR" managing its Technical Affairs
Department, he is responsible for Numbering, Internet Domains, broadband
Infrastructure access and sharing. He has also established Qatar's Country
Code Top Level domain new Registry and implemented the launch of Qatar's
Arabic domain.

Mohamed is also responsible for the development of national IPv6 migration
plan, technical regulatory policies and procedures related to the
Internet/Telecom. He Developed and Managed Qatar's National Numbering Plan,
lead the implementation of mobile numbering portability .

an independent Communications Regulatory Authority "CRA", CRA was part of

   Chairing the Steering Committee of dotAfrica TLD project, the steering
   committee consist of Internet Experts and Pioneers from Africa representing
   all the African Internet Community stakeholders ( Private Sector,
   Government, Academia, Technical, ..etc ) . The dotAfrica TLD is proposed
   as a new gTLD (Generic Top Level Domain) for the promotion of African
   business, people and culture on the Internet. The Project is endorsed by
   The African Union "AU", AU strongly believes that the introduction of the
   dotAfrica gTLD will create an attractive regional home for the
   Pan-African Internet community. As the first sponsored registry to be
   operating from Africa and, therefore, serving the specific needs of its
   communities, dotAfrica will echo ongoing operation and the successes of

   Andrei Kolesnikov

   As a telecommunications engineer in the joint venture of All-Union
   Research Institute of Applied Automatic Systems (AUIAAS) and
   "San-Francisco-Moscow Teleport" (SFMT), in 1991, he introduced an e-mail
   system with direct terminal access and internet channel connecting
   computers of AUIAAS and research networks in the USA. In 1992, this system
   became the part of national e-mail system that united Demos, Relcom,
   Glasnet and other internet service providers.



   In 1993, Andrei Kolesnikov was among the 8 representatives of the
   internet service providers who signed an agreement, which led to the
   delegation of country code top level domain .RU.



   In 1994, Andrei Kolesnikov participated in development of the first
   license for telematics, and in 1995, he led the launch of the first Russian
   mass internet service "Russia-On-Line". ROL was the largest internet
   dial-up access service provider in Russia with access services deployed in
   more than 80 cities nationwide.



   In 2000, Andrei Kolesnikov represented Russia in ECOSOC where he
   participated in development of the first international concept on
   information and communications technologies subsequently adopted by the
   leaders of G8 countries in Okinawa as "Okinawa Charter on Global
   Information Society.”



   From 2005 to 2009 Andrei Kolesnikov was a Council member of Coordination
   Center for TLD RU, Russian national registry. He served as deputy media
   director of VympelCom, the Russian telecom giant. Since March 2009, Andrei
   Kolesnikov has become CEO of Coordination Center for TLD RU.



   Andrei Kolesnikov is a recognized expert and internet activist, and a
   "Runet veteran.” He is a member of program and expert committees of major
   Russian internet forums and conferences. In 2010, he became one of
   initiators of launching Euro-Asian Network Operators Group (ENOG).



   At the international level, Andrei Kolesnikov advocates Russia’s more
   active engagement in governance and development of the Internet, represents
   interests of Russian internet community and regularly contributes to
   international conferences and global forums, such as IGF, ICANN, RIPE,
   CENTR, APTLD, ITU meetings, and others. In 2009, Andrey Kolesnikov was
   elected to gNSO Board and became the first Russian expert who joined
