[Chapter-delegates] Announcement of candidates for ISOC Elections

Hi,
+1. Especially with candidates that have no or very limited activity among
the Chapters, and with a large number of known activities, the candidates'
statements have become increasingly important.
Also let's hope that the Elections Committee promotes an active debate with
and among candidates. The usual forum format is not working to an in-depth
exploration of the candidates' independence, background and intent, and it
facilitates the winners' disappearance after the election, away from the
community that votes them into the Board.
