[Chapter-delegates] Announcement of candidates for ISOC Elections

Dave,

in case anyone wonders what we need to know from candidates' background,
probably the distllate is this: how free and independent are they to speak,
act and vote on ISOC issues? What are their constraints from employers or
cllients? What does their track record say about this?

There are degrees of compromise, of course. A person representing a
government officially in related decisions or policy guidance is very
heavily compromised; a public servant so-so and to be determined in more
detail. An employee of a company; an official of the company, severe
restraints. Any other thoughts?

Better clear this soon.
