[Chapter-delegates] How do we incorporate China and other countries that are different?

APRALO, in its internal due diligence process on ISC, considered several
issues related to the present discussions. For those interested, here is a
condensed version of the findings of APRALO (kindly note that this is not
the full official document):

APRALO's due diligence process reveals a unique organization existing
within a very difficult and complex environment. Some of the notable points
related to ISC include:
1. Madame Hu, who helped to establish ISC in 2001, is an inductee into the
Internet Hall of Fame.
2. ISC was established to protect and promote the interests of the Internet
community in China. Because of the difficulties of small independent
internet-related groups being able to express their concerns, ISC is
inclusive and is made up of all sectors of the Internet
community--including users/consumers, academics and industry--numbering
millions.
2. Because it is difficult for a single group from China to be able to join
an international organization, it would be very difficult to separate their
member groups into individual stakeholder groups such as Not-for-profit,
Civil society, etc. As a complex organization, ISC, may not fit our normal
ALS model but changing its composition to meet our model may prove
detrimental to the approval of the Chinese government to the ISC
application to At-Large. Without government permission, this becomes
illegal. We believe that allowing ISC to apply for membership of At-Large
is a major move forward for the Chinese government.
3. APRALO recognizes the complexities involved in this application, and are
prepared to take on and to deal with any issues that may arise. We would
like to support ISC’s entry into At-Large to encourage the voice of
end-users in China, especially their youth, whom we would encourage to take
advantage of the opportunities that ICANN can offer China.
4. At the same time, ALAC/ICANN should consider how we might engage better
with all stakeholder communities within China, and in particular, the
End-User Community, in order to ensure that their voices be heard.
