[Chapter-delegates] Dynamic Spectrum Alliance Global Summit

Hi,
ISOC does not have a chapter in Colombia, use to, but disappeared about 5
years ago, maybe it will be a good opportunity to rejuvenate it. Being the
closest chapter, they tend to ask us for our membership, but our chapter is
not open to foreigners.
