As I mentioned previously, I would like to bring this discussion to the attention of the Chapters Advisory Committee, so I have prepared a summary of the discussion, which I attach.

Dear colleagues:
There are different things we are discussing here in this thread.
Some chapters would like to have support for basic expenses related to keeping the organization legally functional,
Others’ priorities are to get some kind of administrative support.
Others have raised the issue of their need of management tools that in some cases could be solved through in-kind contributions.
Capacity building related to chapters management, recruiting members and other things, have been also mentioned.
Finally there is a natural expectation to receive support for outreach, engagement and policy activities.
As I said before, this is a matter of setting priorities. Some things can be affordable and others not.
This discussion is very helpful and very rich in ideas that come up. Some of you suggested to advance this discussion in the Chapters Advisory Council and its Steering Committee. I think that’s a great idea.
I was talking with Avri here in Buenos Aires about that and I saw also that Richard is also seeing how to translate the discussion to the CAC Steering Committee.
I think that that would be a great step forward in identifying the best ways we can support the work of the chapters and their contribution to the achievement of our goals, mission and vision.

Lets be clear. David's work bridged two worlds. Outreach and Engagement and the face of ISOC NY which was the first chapter that most Canadians joined in the absence of a ISOC Canada chapter over four years ago. The other tasks and responsibility was the mundane and boring stuff. ie. administration
He and others can't do both jobs and it's unreasonable to expect anyone to do both.
Another issue. I brought up the need for chapters to have funds to pay for Officers and Director Errors and Omission Insurance and proper Liability insurance for events, an annual financial review/audit. These are real expenses and a mark of professional organization but when I mentioned these things I got shot down saying we don't have any MONEY. If you don't do these proper things you will be SUED as a director. How can you recruit new board members/counsellors ( whatever you call yourself) if you do public events and speak out on Internet issues. Any organization is at risk of litigation.
My checklist for a chapter
1. Proper accounting system
2. Good CMS
3. Good Website and online payment system for membership
4. Collateral material
5. Banners and promotional stuff
6. Active committees
7. Active participation with ISOC campaigns. ie. INTERNET STRONG, Colloborative Security etc
8 Sufficient insurance to protect directors
9 Annual General Meeting
10 Once a year large educational event

Carlos, in ISOC Argentina we face the same diffitulties so thanks for bringing this up.
Regarding Raul and Joyce comment´s about what is available today from ISOC to chapters, we thank you for that but it is not enough.
ISOC Argentina chapter is registered at the national level as a non for profit association and this implies paying resources to keep the structure properly organized and up to date based on the local regulations (paymet for accountant fees, lawyer fees and a part time secretary).
As Carlos correctly states in his email, the availability of the funds is not very easy. And it is not enough for maintaining this structure.
The chapter wants to remain using this legal structure, as we consider it relevant for transparency and accountability: funds are recieved in a bank acoount of the Chapter (NOT in a personal board member account) and leadership positions are renewed every two years by voting.
On the other hand, ISOC Chapters must face the problem of what seems to be a total dissasociation of ISOC activities and ISOC Chapter activities. Chapters are not informed about activities that ISOC is doing at the national level, and this brings a higly confusing message to the broad community.
ISOC chapter must be the first point of contact for all the activities that ISOC is doing at the national level, ISOC must partner the local chapter. In this way both will enhance their presence and will make the message stronger and properly aligned.

“Clarity” would be the best help from our perspective. 2 years ago it was our expectation that we could count with up to $2000/year. Last year the expectation was raised to $3´500/year. But each of our requests was returned with warnings that we have missed deadlines and that we had´t read the small print, etc. etc. The amounts possible keep increasing, but the conditions keep also evolving and we don´t have a CFO that can keep track of all the new programs. We just need some basic local administrative and membership support we can count on before we go out and do bigger shows.

Great points.
Based on my lengthy experience with organizations that have local chapters, I have long advocated that ISOC to be really effective should create a structure where Chapters would have local paid staff — both administrative and more importantly ISOC-trained local organizers to do the higher level activities of supporting the Board and volunteers in carrying out local/country Chapter activities, recruiting new active volunteers, organizing events, raising local funds, etc. Few volunteers are just sitting around with nothing to do, and so that have to work double-time or short-change their other business or interests.
I note that Chapters need to be accountable funding from ISOC should be linked with Chapters’ raising local funds — based upon what might be reasonable for the local economy. Otherwise the Chapter has no ownership and is just receiving a gift.
We should recognize that it is not as if ISOC does not provide a wide range of support for Chapters, including training, grants for events, and funds for projects.
I have proposed this proven model of how to create and maintain effective chapters to various Society leaders. Still waiting for at least a serious effort to see what this would look like and how it might work. A good project fir the new Chapter Advisory Council.

It certainly is an option to provide some funding to a chapter. But I wonder if there might be greater value from resources provided by ISOC. In the Asia Pacific area, for example, it could be possible to add staff to the AP Regional Bureau, who's role is specifically to support chapters in the region. So you could have multiple chapters receiving secretarial and treasury support, website maintenance, membership recruitment, further chapter development etc, and all could have consistency in terms of overarching ISOC principles, strategy etc.
I think the first step of freeing up the Chapter folks to concentrate on what they want to achieve, rather than remaining bogged down in administration, would be a great start.

Would be good for Chapters to have administrative assistance, but
Chapters might find it easier if it is in the form of a revolving budget
for chapters to engage local staff, or to cover the costs of a local
office.
