[Chapter-delegates] A few updates on NMI

Early indications of how NMI has addressed the community's concerns --
essentially ignoring the agreement between ICANN and ISOC to reset NMI,
plowing ahead regardless (if a little more slowly) -- does not bode well
for what Fadi had referred to as "the mother of bottom up processes".
