[Chapter-delegates] Application to form the Internet Society Chapter on Internet of Food

+1 Alejandro.

The non-geographical "groups" (SIG)  or Chapters should  be  more 
systematically set up.
Rules, themes  and some limitation in a set  framework  must be known 
between Chapters and this new body
type - in case of proliferation. There must be distinction
as for no other reason for the double voting pointed by Alejandro.
Chapters have known mission in the locations they act, the mission of 
this new type
of Chapter is certainly different and this type of body should be 
recognized someho as
other type "sub-organization" within Internet Society. The current 
non-geographic
chapters we have were well justified and with mission that was accepted by
the majority members of ISOC. This case  is different.
