Dear Chapter Leaders,
Thank you all very much for this constructive feedback and reaction.
>From the comments so far it seems like there is pretty general agreement on the fact that we should revisit the SIG's concept or something similar that allows for non geographical 'structures' within a defined framework that aligns those structures with the mission and objectives of ISOC.
After receiving this application Staff had already started an internal discussion around non geographical chapters and this is extremely helpful.
I'm looking forward to hearing from some more people to complete the picture.

The non-geographical "groups" (SIG) or Chapters should be more systematically set up.
Rules, themes and some limitation in a set framework must be known between Chapters and this new body
type - in case of proliferation. There must be distinction
as for no other reason for the double voting pointed by Alejandro.
Chapters have known mission in the locations they act, the mission of this new type
of Chapter is certainly different and this type of body should be recognized someho as
other type "sub-organization" within Internet Society. The current non-geographic
chapters we have were well justified and with mission that was accepted by
the majority members of ISOC. This case is different.

I fully agree on reservations on the creation of non-geographical chapters. We already have a couple good-faith efforts which I think do their work well and can allow us to study some of the in-depth issues.
For me first and foremost is the question of vote-counting/double-voting. We already have some difficulties with that when we allow members to belong to more than one chapter. It doesn't seem to do much damage because the number of people in such a situation are few (and I know of only one pathological case of membership in something like 8 chapters.) If the system of special-interest groups grows, it really changes the internal governance of ISOC and we should not step lightly. At the very least, changes must be introduced with a clear date in which they will be assessed (and by whom etc.) so if need be they can be reverted and redirected. "It is interesting and good people want it" may be a naive motive to support but not a sufficient one.
The idea of Special Interest Groups (SIGs) is interesting and worth a comprehensive look.

I strongly suggest that before moving to approve this type of “Chapter”, there should be discussion of whether this sort of a special interest body is really appropriate for the Chapter structure. If there already has been an examination in depth of the issues raised, I would suggest there still needs to be some guidelines and limits on what sort of interests are appropriate for Chapter status.
I myself feel that it would be better to create an additional type of ISOC entity that could be focused on specific interests. I note that I am fully supportive of creating groups within ISOC to focus on specific interest, such as the Internet of Things, Accessibility. Parallels can be found in other organizations. The “Interest Councils” can then be very effective in creating liaisons with the Chapters to encourage participation and interest in their area of interest.
Chapters strength comes from their having at their core a geographic base. I would not like to dilute that.

As this application for a topic based Chapter that would be a little

innovation and openness. The proposed chapter on Internet of Food aims at

proposing to establish the Chapter, their feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is April 16,
2015.
