[Chapter-delegates] A chapter consortium for a UNESCO Internet governance project?

Hi,
we were able to put together a small consortium from chapter delegates and
members who responded to the call and submit a proposal. Yesterday we got
notice that we weren't awarded the project. As Evan has said already, we
are curious to see who does the study.
