[Chapter-delegates] ICANN and the ietf meeting in London March 2-7

Perhaps not a bad idea having an IETF meeting in Africa. I totally agree a slight bit of change may just be good. Perhaps one idea to ponder on is looking at a joint ICANN, AFRINIC, ISOC, IETF meeting at one of the AIS meetings. Just an idea to try and make it just right at that time.
