What I have seen in this thread is the makings of a Best Practises document
-- an evolution of Eric's FAQ suggestion -- to guide Chapters when
selecting their delegates.
I want to do as little as possible to impede on the ability of each Chapter
to send the person who will best(*) represent them. IMO, throughout ISOC
and especially for the CAC, bottom-up initiative should take precedence
over top-down regulation. The CAC must reflect what chapters are and what
they want, not on what we wish them to be.
(*) - "best", here, incorporates a number of criteria, some local, but also
guided by the Council's global needs as we can express in a Best Practices
doc. It is here where we can emphasize that experience is only one of the
necessary criteria; new perspectives and other forms of diversity are also
vital.
