Good recommendation. We will provide some commentary derived from the extensive discussions and input that has occurred. 

On your point about the benefit of providing guidance to Chapters about selecting delegates who are not officers--consistent with our approach in drafting the charter, this is better left to be developed in procedures by the CAC and by encouragement.
