[Chapter-delegates] Proposed charter of the Chapter Advisory Council

+1 to Eric & Gabriel with regards the autonomy of selecting the Chapter
delegate.
The internal delegate selection criteria within the chapter is beyond the
CAC Charter but could be the duty to the first CAC officers to advice after
the consultation of the CAC members on a nomination criteria.
