Ed,
let me express my partially  support for your statement, only few
questions:

Is there any formal declaration, that  ISOC HQ granted to   Eduard
Dias  rights to declare ISOC HQ   position?

If you have any extra sources, that it is ISOC official position,
please indicate.

May be it is  the consolidated position of ISOC HQ and ISOC Chapters?
Or it is not necessary to coordinate this position with Chapters?
