We have some things for this discussion:

1. ISOC global is not ISOC HQ as a small group of staff and board members. It's global because chapters are all around the world. WE ALL ARE ISOC GLOBAL.

2. Several now chapters, exist as organizations before being an ISOC chapter. Later we become a chapter and continue the growing of Internet society .

3. We are a whole, and this digital system works because we have independence: think global for principles, and for the work of ISOC HQ, and think and act local as ISOC Global.

4. I totally disagree with such statement: who puts the money put the way to use it. It seems as ISOC HQ is a company that makes money by themselves. Isoc HQ makes no money without being global. Main source of incomes comes from .org operation so there is enough money to put in a more dynamic chapter's action all around the world, again with main principles in mind but without restrictions or impositions to chapters. WE, CHAPTERS ARE NOT, a subsidiary or similar. Chapters that feel that way are lost in space. 

We are a modular organization, every part works with their own dynamic but we work also as a whole. 

Principles are our guide: Internet is for everybody for example is a principle. 

No matter what, some bureaucracy still can think they "own" ISOC and that they work for a large corporation where every chapter is only a small part of the whole named ISOC HQ. 

We all are ISOC Global and we represent internet users. I'm pretty sure that when ISOC HQ introduce itself it makes use of their global presence as a main strength and to have global presence we need chapters. Some staff people sometimes try to Influence the way ISOC chapters works and try to put on it some people that think the way large corporation does, with subsidiaries: do not think, just do the way we tell you.

The smart way is to understand that we are a global organization because we have chapters globally.

I feel several times this kind of pressure from certain staff people but after more than 15 years of work in this scenarios we see some staff pass and we still continue walking. 

At ISOC Ecuador chapter, we feel very  comfortable with supportive staff and by now, we know very well who is who at this great team.
