[Chapter-delegates] Role of chapters

Indeed ISOC  staffs are doing a wonderful job and are very responsive. The
Cambodian story aside, as has been mentioned, some operational chapter
structures need to be reviewed. What I see here is a highlight of a few
issues affecting chapters, but are not exhaustive. Every chapter is unique
in its own way, with experiences that may be unique to each entity or
similar to others, affecting them.  Simply put a chapter, as an extension
of Global ISOC, if affected in one way or another, cannot propagate its
mission appropriately. In a situation where there are no mechanisms to
conclusively address some of such concerns, then people are left with very
few options.
