Both approaches are important in my view.
On one hand there is a need for a dialogue to explain and establish
principles of open communications infrastructure as the bedrock for
level playing fields for all services and applications even economies.
On the other hand the world does not enjoy open communications
infrastructure today and so this is a "sell" task. It is not enough to
say the world is round when people's day to day horizons are flat. So
with telecoms if people expect voice service to pay for infrastructure
and to pay into the world's exchequers and continue to do so they will
need some comfort that the extinguishing of such services will continue
to provide revenue stream. Even better if that stream can be shown to be
significantly expanded.
Evidence based policy requires evidence. No?
