[Chapter-delegates] Shutdown of Skype on our Mobile Broadband Internet Access

Is it possible for someone on the elist to author  a "Network Neutrality
Advocacy & Legislation 101" paper to help countries looking at embarking on
such campaigns and passage of legislation in that area to follow?
