[Chapter-delegates] (Renewed) Application to form a Chapter in Azerbaijan

Dear Colleagues,

This is to let you know that we have received a new application to form a Chapter in Azerbaijan. 
Please note that this is an update to their first application back in 2010 (*). 

It is being sent to this list for peer comment and review. Please note that the Chapter is not yet formed and has not officially been recognised by ISOC.
The period allowed for comments is two weeks and the deadline is April 9, 2013.

IGF in Baku and were continued since then. We have formed a discussion
list isoc-az to which all ISOC members living in Azerbaijan have been
invited. In this list, which included over 25 members, the long-term
and short-term program of the Chapter has been discussed and agreed
upon. This was the base of the application draft, which again has been
sent to all ISOC members living in Azerbaijan for final comments.
Comments have been taken into account and with the current e-mail we
send you the final version for your consideration. Let me add add that
this draft has been sent also to Mr Nariman Hajiyev (co-author and
contact person of the previous application) and no objection from his
side has been received.

Chapter Application

A. Proposed name of the Chapter
Internet Society Azerbaijan Chapter

B. Community of Interest the Chapter will to serve
The Chapter will serve individuals and organizations living or working in the Republic of Azerbaijan.

C. Purpose and Scope of Chapter
To serve the Society’s purposes by serving the interests of a local and regional Internet community through a local presence and focus on local Internet issues and developments. The Chapter will contribute to resolving global Internet issues and will participate in ISOC workshops, seminars and events.
 
 1) Long term goals of Chapter:
 
·      Access of information to all: the Chapter will focus on promoting the positive usage of Internet and its applications in education, health, science, culture, e-government, e-business, e-commerce, media and entertainment;
·      To support development of local content;
·      To identify opportunities for members to contribute to ISOC’s local, regional and global activities;
·      To identify opportunities for collaboration with other ISOC chapters, members and regional Internet community;
·      To provide Internet and network security education and guidance to the community i.e. schools, kids and the society to ensure the Internet a safe place to be in. 
·      To work on topics such as net neutrality, copyright, intellectual property and other areas that involve Internet and digital citizens rights;
·      To organize and run symposia, conferences, exhibitions, shows, festivals, auctions and other events including those international by nature, to any of the objectives of the Chapter;
·      To facilitate development of legal measures supporting of Internet advancement, especially protecting information and its free flow within the Internet;
·      To foster the multistakeholder representation within the Chapter.
 
2) Short term goals of Chapter:
 
·      Awareness action (via e-mail, creation of Chapter web presence and public presentations) about ISOC and main problems of world-wide Internet Governance;
·      Seminar on child protection in cyber-world;
·      Consolidation of the ISOC Azerbaijan Chapter General Assembly and Board election, pro-active recruitment of new members, social and team-building activities among members;
·      To apply for Community Grant;
·      To prepare PR and Marketing Plan for ISOC Azerbaijan Chapter.
