[Chapter-delegates] Membership Database Maintenance

Personally, I welcome this.

On our (ISOC-NY) announce list (mailman),we have a steady stream of
unsubscriptions, caused both by bounces and  people laboring under my
steady stream of updates. I used to notify ams on the bouncers, but
I've not found the time of late.
