[Chapter-delegates] Update on By-Laws revision

Being a Chapter does not mean that you do not have separate existence.  It means you are affiliated and have certain rights and obligations. If there suddenly were no ISOC, each Chapter would be left to work out under their national laws how to proceed.  I note that an Chapter that loses its Chapter status still would exist as a legal entity under the laws it was organized under. It just could no longer present itself as a Chapter of the Society.

There may be special cases such as ISOC.AM. I would leave it to staff to work out what, if anything, needs to be stated in the local documentation, and how to operate where linkage to an outside NGO is impermissible.  It could be in a very few cases that having a Chapter in that country is unworkable. From what I have seen ISOC has been able to be fairly flexible.
