[Chapter-delegates] Update on By-Laws revision

+1.
I don't think it is a wise thing to mention anywhere in the by-laws of 
national ISOC entities that they are chapters of ISOC.org.
If ISOC.org stops to exist tomorrow, all these national bodies will be 
in a limbo.
