If there suddenly were no ISOC, each Chapter would be left to work
out under their national laws how to proceed.
Chapter have to work under its national law in all cases, in case if
it is a Chapter and in case if it has not a Chapter status.
I note that an Chapter that loses its Chapter status still would
exist as a legal entity under the laws it was organized under.
It just could no longer present itself as a Chapter of the Society.
This is risky policy, in that case lot of Chapters will loss their
Chapter status, in our case we shall loose our Chapter status,
otherwise nobody will accept, that we are independent NGO which works
on National Policy independently.

Linkage is possible, impossible if there is a superior of an NGO in
foreign country. And it is absolutely unacceptable, if this NGO is
developing NATIONAL POLICY. I am sure, that you do not agree to be a
Chapter of, let us say, Russian NGO, and at the same time develop US
National Policy in field of the Internet.
It could be in a very few cases that having a Chapter in that
country is unworkable.
I do not agree, it is correct in case if there is no any serious goal,
which must be reached by Chapter. But if the Chapter is acting as a
participant of national IGF, ( I believe, that it is one of the most
important cases of ISOC.ORG activity in general) it is not correct.
Also I am sure, that ISOC need to have active Chapters (or Partners),
actively works in this field.
From what I have seen ISOC has been able to be fairly flexible.
