[Chapter-delegates] Update on By-Laws revision

Dear All,

ISOC.AM currently is involved in local IGF organizational process, we
expect that in Armenian IGF there will be representatives from
government, NGOs and commercial structures. Based on the
mulch-stakeholder approaches, we expect, that there will be active
discussion between members, all materials we shall distribute widely.
Because it will be a  local, Armenian IGF, we need to have
representation of Armenian organizations. In this case we have to keep
our status only as a local NGO (ISOC.AM) with it's ByLaw, without
mentioning, that it is a ISOC Chapter.  We shall be unable to act as a
Chapter of a foreign organization, otherwise all our proposals will be
interpreted as a foreign influence, which will not help to conduct
ISOC principles.

I think the solution is  possible to find in  optimal organizational
structures for ISOC, based on the international experience. As an
example -  Red Cross or FIFA, where each local organization is a part
of one large association, but is fully independent from organizational
and formal  point of view.
