Yes, Stephen, as Maureen Dowd said in the NYT (June 8th), "So much 
technological overreach, yet counterterrorism officials still couldn’t 
do basic police work and catch the Boston bombers before the marathon by 
following up on warnings from the Russians."

I have to add the sad Youtube image of the FBI agent jumping over an 
unlocked gate... Efficacy at its best.

Completely irrational indeed.
