[Chapter-delegates] Further discussions afterwards revelations around PRISM?

Dear All,
in CIS countries we have following situation.

Each telephone operator, ISP, (in some countries  hosting provider also)
have to install a dedicated line with National Security Agency, install
a "black box" on his premisses,  and connect his equipment to this
agency via this black box. This is the well known "System of Search
Operations". All external traffic must be passed via this "black box" -
for ISPs, at least.  For phone companies situation is different, but the
idea is same. All expenses must carry the ISP. Without this installation
ISP will not have rights to provide his services, this is mandatory.
Of course, each  interception must be done according to the law, but in
our case it is not necessary to inform ISP about court decision, system
is ready to use.

This looks strange, but it is reality.
