[Chapter-delegates] Update on By-Laws revision

This analysis depends on what is meant by the word "member".

I'll have to re read the ByLaws Draft (BLD) to be sure but I don't think
individuals are classed in the BLD at all. So any form to sign up
individuals on ISOC website is purely operational and the management of
the data again is operational and so not a governance issue. It might
have downstream implications as one element to be considered by a judge
in deciding if a chapter or IETF is a subsidiary or agency of ISOC in
the USA. So it might be helpful for the BLD to make it clear in how
constituencies operate that this is not the case.

On that note I would still welcome some feedback on the questions I
posed a few weeks ago.
