[Chapter-delegates] Update on By-Laws revision

Dear All,
I fully support 1 and 2 point. But for 3-rd point I have some doubts,
because if 1 and 2 point will be implemented, 3-rd point -  50:50 will
be not logical solution. If there are only Members, it will be
impossible to define "Chapter" as it was defined in old ByLaws.
