[Chapter-delegates] Update on By-Laws revision

Dear Ted.

I beg ro disagree with Christopher Wilkinson on that Chapters are
constituted only by pre-existing individual members, is historically
incorrect and politically inept. that a central AMS is no longer
sustainable.

If these constructs are irrelevant in his scenario, it may not apply in
others. ISOC is composed of diversity of membership having unique
attributes. While some are stable, others are still in formative stages as
well as undergoing structural constructions based on group membership
dynamics.  If such revisions are to be done, then opinion need to be sought
across the board, lest it leaves others in a disadvantaged situation.
