[Chapter-delegates] Iran leasing address space to Syria & Jordan?

I got the information that apparently some Internet users
from Syria and Jordan are using ranges assigned to Iran.
As an example I was given 78.38.0.0/16 that is apparently
used by some users located in those countries.

Not that I intend to take WHOIS output as the absolute truth,
but I was wondering, is this a normal practice?
