If the network in Sirya is a customer of the Iranian SP (AS12880), yes
it is common practice as these addresses are called PA="Provider
aggregated". Sometimes, if the customer has an ASN, the provider do a
re-delegation on the Whois.

For the block you provided, there is only one redelegation registated
to another ISP in the UAE. No trace of any AS from other countries.
