[Chapter-delegates] Application to form an InterPlanetary Networking Chapter

Internet Society India Chennai Chapter would support this significant
initiative to form the Inter-Planetary Networking Chapter. Some of at
the Chapter recollect the ideas expressed by Vint Cerf during a
meeting at Chennai last year. Inter-Planetary Networking is a
visionary concept, with possible immediate spill over benefits to the
Terrestrial Internet. It is appropriate that this initiative is being
formalized as a proposal for a non-geographic Chapter. We would
support this fully.
