[Chapter-delegates] Application to form an InterPlanetary Networking Chapter

Dear all,
We support the initiative as presented. However we share the same
concern as ISOC-DE. Some clarification
about the status, duties and actions of this Chapter vis a vis the
regional and national organization ISOC/chapter
status will be welcomed.
