[Chapter-delegates] Application to form an InterPlanetary Networking Chapter

Hi all,

so here too: I totally support giving the InterPlantetary Networking experts and friends ISOC space. Their initiatives have proven visionary and have already yielded results for networks down on the surface of the Earth as well.

It looks more like we would need a structure for Special Interest Groups as other related organizations have. 

But, given that the organizational structure that we do have is chapters, and it does allow non-geographic chapters, I think we should go on with this chapter and support it, and look at the possibility of SIGs further down the road. We are too fresh from a major Bylaws rewrite to start again.

We support the initiative as presented. However we share the same
concern as ISOC-DE. Some clarification
about the status, duties and actions of this Chapter vis a vis the
regional and national organization ISOC/chapter
status will be welcomed.
