in volume it is like mad. In surface a bit more limited. Depends on whether you consider gaseous or solid, of course. As for adddresses (other than Earth) it seems there are far more IP addresses than mailboxes out there...

Getting serious: the chapter form seems to do what we need for now and to comply with the bylaws. Issues to be solved are such as double representation.

Perhaps my thinking is off the mark, but I would consider the solar system a geographic area - a very big one.
