[Chapter-delegates] Application to form a Chapter in Gauteng

Greetings
After visiting Durban, South Africa via Johannesburg, I have come to appreciate the geographical enormity of that country. I have also had extensive conversations with Gabriel Ramokotjo, the contact person for this application and briefly interacted with the current ISOC SA representative during the now famous 'fish bowl' encounter.
Gambia Chapter wishes to endorse this application for the following reasons:
1. Gauteng province has a population of 12+ million and it has not been served well by the current chapter which is based in Johannesburg, almost an hour away by air. This is like flying from NY to Charlotte, VA.
2. The rationale for establishing chapters in various geographic regions in the United States (NY, DC, San Fran...) is for ISOC's principles to be further advanced at the local level. The same rationale needs to be applied to South Africa as the ISOC presence seems to be localised in a particular area.
3. South Africa is a rainbow (many races) nation and this diversity ought to be reflected in the internet space (business, associations, ...). ISOC can contribute in this effort my establishing chapters in regions where there is an acute absence of strong internet voices. The ICANN CEO (Fadi) expressed his shock and dismay when he visited a school in Soweto during the Madela Day celebrations, only to discover that in a classroom of 30+ black African students, only 1 has heard about the internet!!! Establishing a Chapter in Gauteng Province would contribute to a more effective outreach.
