[Chapter-delegates] ISOC Staff communications to Chapters

Dear Ted.
Thanks for this. Communication is very important element, not only from
ISOC staff but from Chapters as well. The only hindrance is cost involved
as some of us have to spend our own resources as volunteers, which becomes
costly at times. But we hope that things will change if the proposal to
finance  chapter operations and activities will be considered.
