Hi Gabriel,

I believe you have raised a very important issue. I was just discussing
this point in private emails with ISOC staff.

My question to them was: is there a clear directive from the leadership on
when chapters needs to involved in ISOC global initiative? The answer I got
was NO.

Personally, I believe that when the initiative start involving individual
countries, the local chapters needs to be involved. So, if you are inviting
a gov officer to the IETF or you are giving a talk on a country IGF
preparation meeting, the local chapters needs to be involved.

Until there is no guidance from the ISOC leadership, you will depend on the
good will of the staff person involved and on the relationship you build
with them.

Roque
