Dear All,
in response to John More's opinion that my voice would be helpful in the
/Chapter participation in the final compilation of the Revised By-Laws/,
I would like to thank for this appreciation and to say that I am
prepared to cooperate, in whatever way this will be organized further.
A the same time I would like to state my agreement with the observations
and partial reservations expressed by Klaus Birkenbihl, John More, and
Hans Peter Dittler. Throughout the time when the revision of ISOC Bylaws
was discussed -- in webinars and on the Chapter Delegates' and other
mailing list -I expressed the concern that this extraordinary
opportunity of revising the ISOC Bylaws should be used not only to
change some wordings, but also to deal with some fundamental questions
which had been raised about the nature of "ISOC."
Is "ISOC" an entity in itself as over against its members organized in
chapters, which are subject to some regulations by "ISOC" - or is ISOC
an entity made up of various kinds of Members, most of them organized in
Chapters, and all together develop and agree on rules and procedures how
to organize their common existence and activities.

That being said, I believe there is still room to better reflect the important role of Chapters in democritizing the Society's governance and the need for Chapters to have some sort of a forum. It is also important within the context of the non-profit law governing the Society as a District of Columbia corporation to keep the flexibility to address the legal requirements of the Chapters' home jurisdictions. Norbert's voice would be helpful in this context.

I find that the staff and leadership of the Society and of its Chapters are working hard to implement a new cooperative strategy. One only has to monitor all of the e-lists and attend the North American Region's Google Hangouts to see this in action. Completing action on the Bylaws can only help.
