[Chapter-delegates] Chapter participation in the final compilation of the Revised By-Laws

I appreciate the support and, because of my belief in the Society's mission and the role of Chapters (and individual members) in supporting that mission, I would be pleased to work with any and all of the names put forward.

I agree with Klaus that we are working on a final draft and not revisiting the past policy discussions on governance. That being said, I believe there is still room to better reflect the important role of Chapters in democritizing the Society's governance and the need for Chapters to have some sort of a forum.  It is also important within the context of the non-profit law governing the Society as a District of Columbia corporation to keep the flexibility to address the legal requirements of the Chapters' home jurisdictions. Norbert's voice would be helpful in this context.

The Society and the Internet face significant challenges with the WCIT and other issues.  I find that the staff and leadership of the Society and of its Chapters are working hard to implement a new cooperative strategy.  One only has to monitor all of the e-lists and attend the North American Region's Google Hangouts to see this in action.  Completing action on the Bylaws can only help.

Since the Chapter "delegates" will not be voting members of the Bylaws Committee, I think a working group of 4 to 6 would best address the different interests.
