[Chapter-delegates] Chapter participation in the final compilation of the Revised By-Laws

Hi.
Agree with the thinking on that thread by Klaus and Hans Peter, as you 
have seen through the discussion on that topic. I am sorry for not being 
very active, but there are pretty important stuff around the WCIT, and 
ISOC.bg doesn't have the resources to discuss by-law changes exactly at 
this crucial time. Btw, there's hardly anything like that in 2013, so I 
would have suggested the discussion moves there.
