I agree there is substantial value and need for reflective and authoritative official responses. 

As to your question. It would be helpful to have a policy and statement development process on line that can provide a route for members to identify and share issues and then take them from discussion to Action.

One of the weaknesses of ISTF was we could identify and discuss issues but didn't achieve a process to reach reflective, and authoritative product. 

This latter step needs structure to identify and  facilitate participation and some dedicated resource to manage the flow.
